Course outline
Welfare and Market Regulation gives students the economic intuition to analyse strategic decisions, antitrust regulation and to evaluate policy recommendations in markets characterized by the significant intervention of public authorities. Competitive markets may be inefficient for several reasons. Consequently, some form of external regulation may improve their performance. How markets can go wrong and how to regulate them when they do are the subject of this course. Part of the course is dedicated to health care markets, which are highly regulated and represent a large part of welfare within modern economies.

Didactics
Lectures are based on the main textbook (SHE) and other material that will be provided during the course. Students are expected to go through the relevant readings indicated for each class. Supporting slides including the structure and the basic concepts of each lecture are available on this course website. Weeks 6 and 8 include a module of 15 hours on health care financing issues taught by prof. A. Holly.
Evaluation
The evaluation of the course is composed of the grade for the written exam at the end of the semester, a grade for an assignment and homework and classwork exercises. The assignment accounts for 15% of the final grade whereas each set of exercises and classwork provides 0.5 points. The final exam is made of three parts: true and false questions, exercises and open questions.

Evaluations will be available in the session "Risultati esami" and published by 7 March. Students will have one week (until Wednesday 13 March) to appeal against the examination grade.
